Can you use a visa card in a shop without a pin?

Yes.

PIN or (personal identification number) is mostly used when you use your card at ATMs for cash withdrawal or utility bills' payments, or when you use mobile banking services.

Please keep your PIN a secret and never give your PIN to anybody in any case.
