Why won't instrument panel lights and tail lights turn on in 2001 aurora. The fuses appear to be good?

Possible bad headlight switch. The switch is actually 2 switches in one. One side turns on the headlights and the other contacts turn on the tail lights which also feed the instrument panel through usually a 5 amp fuse.
