What age do you have to be to make a google account?

Well I live in the USA so I'm not sure about anywhere else, but I think you have to be either thirteen or eighteen, at least that's what I've heard people saying and passing around. I could be wrong though. They're the two answers I've head and the only ones, I don't know if they're correct, I can't be certain. But I'm only eleven years old so I definitely can't make a google account because I'm underage! :( It ain't fair!! I really wanna make one so that then I can create a Blog! I really wanna do that, and I know loads of people lie and select a fake Birth date, but I don't wanna do that because it's got an age suitable for it for a reason, they're not just gonna put a suitable age on it for nothing, are they? So most people don't put in their real information, which I really don't wanna do. OMG, I've type too much now! Anyway...so I think you have to be either thirteen or eighteen, sorry for typing in too much, I can get a little bit carried away sometimes!
