The torque converter clutch (TCC) solenoid is placed in the transmission on a 1999 Dodge Ram under the valve body. In order to get a look at it, you will have to partially remove the transmission pan and maybe valve body as well, depending on the particular transmission model (in most cases, 46RE or 47RE in case of 1999 Dodge Ram 1500/2500/3500). The torque converter in the TCC lock is operated by the TCC solenoid to increase fuel efficiency and decrease the amount of slippage at higher velocities.

In case you are facing such symptoms as slipping gears, jerky shifting or stalling when you pull to a stop the TCC solenoid is more like to be defective and has to be checked or replaced.
