What can you do if you backed up into a car but agreed to deal outside with no insurance?

There is really nothing that you can do. I would never take anyone's Word if they agreed to pay upfront. This is because a lot of people like to agree to pay, leave a bad or fake number, and then disappear. The person you hit has the legal right to do whatever they can to repair their car damage.
