The simple answer to this question is yes. Just take a basic calculator for example, the solar-powered models work fine in a brightly lit room. However, if you are expecting to power the lighting in your home purpetually through harnessing the energy produced by your lights, it's not gonna happen. The basic rules of physics tell us that anytime we change energy from one form to another we get a net loss. That being said, it may be possible to recapture and reuse SOME of that wasted energy; lowering overall electric consumption and use. Not positive on this but some testing should atleast take place on the idea.
