Why did mr ziegler give david a letter to take to mother in a child called it?

It was because Mr. Ziegler knew what was going on in David's life and tried to make his mother "proud" of David by writing a letter to her, telling the mom how good David was.

Unfortunately, it did not work. The mom then proceeded to call David an "It."
