She was the godmother of the New York Mafia in the Teen Titans comic books from the '80s. It could be an alias, because her name is Italian for "Lady Homicide."

She was married to Congressman Henry Withers during the Great Depression. Henry knew Donna was involved with crime, but thought she was only bootlegging alcohol. After her associate, Carmine Rosetti told her drugs were discovered by the police, Henry questioned her about the drugs, she told him: "The money I used to fund your campaign comes from more than alcohol. Your new career was paid for by drugs, prostitution, and yes, even murder." It turned out that she married him to set him up in politics and intended to make him her congressional slave to use his pull to gain special favors for her.

He divorced her the next day after she killed the Cannon family, Martin, Martha, and their daughter, Cynthia after Martin, her accountant, said he was going to the police for using him to create a second set of books. After the murders, Carmine sealed their bodies behind a wall in the apartment that would become Nightwing's apartment 50 years later.

Cynthia Cannon's ghost haunted the apartment building, and 50 years later, Carmine Rosetti was murdered by one of Donna's henchmen so he couldn't talk in court. After the Teen Titans solved the mystery and had Donna Omicidio arrested, they found the Cannons' bodies. Cynthia's ghost said: "Please let me through. You freed them. Now we can be together...forever! Thank you all, thank you!" Her parents' ghosts emerged from their skeletons, they embraced, and slowly faded away.
