If you are 13 and go into a salon and ask them to dye your hair blue will they do it?

Obviously they wouuld because they just want you to pay, they wouldn't care how old you were , they just want the money! No they will not let you do it. You are 13 and they know that if your parents wanted you to dye it blue they would have went to the salon with you. They would not dye your hair blue without your parent's consent.
