What level do you need to get leafeon?

You dont need to be any level to get a leafeon, just beat the eliet four and talk to the PC owner, she will give you an eeve. then go to eterna forest and look for a moss covered rock, then level up your eevee in eterna forest near the rock and there New Leafeon!
