I strongly believe so. I was sixteen when I knew I wanted to be a makeup artist professionally. Without being allowed to wear makeup at that age, I would have completely missed that calling.
If your parents are having trouble with the idea, try showing making a gallery of natural-looking makeup you really like and want to emulate. If they see that you are not interested in caking it on or ringing your eyes with black, the idea of you wearing makeup will not seem as frightening to them.
They are likely having a hard time with the concept of you growing up. After all, in just a couple of years you'll likely have left the nest completely. To soothe these fears, assure them that you aren't interested in wearing makeup to look older or because your friends are doing it, but because you think you're a pretty girl and it would boost your self-esteem and enhance, but not mask, your natural beauty.
