The unjust governor of Caesarea who heard Paul's case was Felix. He ruled from AD 52 to 60 and is depicted in the Acts of the Apostles as being corrupt and self-serving. Felix famously delayed making a decision on Paul's case, hoping for a bribe, and kept Paul imprisoned for two years. His tenure ended when he was succeeded by Festus, who took over the administration of Judea.
