How do you get doexys in Pokemon Ruby?

In Pokemon Diamond/Pearl there is NO way to get Dexoys besides transferring it from Ruby/Sapphire. You can also use the action replay but I do NOT suggest using an Action replay because it can seriously mess up your game.
