What is a vanity site?

In the urban dictionary it says a site that is created by a small group of people for sheer amusement, possibly advocating a idea but not exactly. On pretty much every other site it says a Vanity site is a site with a shortened URL. Which one would make the most sense if I have to decide whether the site is credible or not? (same person who asked the Q)
