Holiness is a state of being. Piousness is a state of mind.

Someone who is divine or in touch with the divine is holy. Someone who purports to know the divine or speak for the divine is pious. Piousness can also have negative conotations, describing someone who claims to be devout, but is really false or hypocritical.
