Can you get a donphan im Pokemon Emerald?

Isn't Dophan the evolve form of Phanphy? You can find Phanphy at the Safari Zone and train it to evolve to Dophan. (Unless Phanphy isn't in the game) Note:Sorry if I misspell things!
