Is para chloro amphetamine is narcotic?

It depends on how you define "narcotic" as this term is used very loosely. If you mean it in the general sense as in "is it psychoactive" or "a recreational drug" then most likely not. 4-chloro-amphetamine, or para-chloro-amphetamine is said to be neurotoxic, so it's very unlikely to be used by humans.
