Look inside the wheel you should see a inner spacer between the Scooter bearings try to push it to one side with a small flat head screwdriver.
Then with a punch or a flat head screwdriver and tap out the bearing not to hard and keep moving the punch / screwdriver around the bearing.
There is also a tool called "bones bearing removal tool" which is great for tapping bearings back in and also trying to remove them.
