Baby rabbits can live without a nest as long as it is warm enough. The nest is for warmth and protection, but sometimes if the cage is warm enough, like in summer or if the cage is inside, the mother rabbit will just make a little depression for her babies and not pull any fur to line it. If you want her to make a nest, give her some straw or hay and she will probably build one.
