Strategies for solving unemployment include cutting back on outsourcing, the generation of new positions by both governmental and non-governmental agencies, or filling positions that are vacated by those who retire or quit with new employees. Unfortunately because many companies do not have the money to hire new employees or create new positions, unemployment is not an easy thing to solve.
Answer 2Despite that this will prove a highly controversial answer, the truth must be available somewhere to those who really do want to know the real answers!!
There are quite a number of factors overall, and the previous answer certainly addresses a couple of them.
However, by far the main and simplest answer (though the hardest at this stage to impliment) is the 'upshot' of the activities undertaken by the feminist and gay movements!
Though the problem is now being exacerbated by gay movements, fundamentally, it began more seriously with women's "liberation" and the [so-called] "ideals" of feminists, who wanted to send all women, or as many as possible, out to the workforce - so that the economies - particularly Western - would, effectively, have to come up with almost twice as many jobs if they were to keep men and women in full-time employ!! As subsequent 'progressive' governments forced this issue, and passed "women's affirmative"-type legislation, an overabundance of available labour in the markets caused that it was easy for employers to employ women and progressively lower paychecks in real terms if people wanted jobs!!
In addition to that, the problems of providing jobs was compounded by the fact that the mothers and potential mothers, now going out to work and building careers, stopped having children!
But children provide work for adults!!!
So you can only just imagine what overall effects on job provision [or elimination] these two impending factors have created in the world's economies over some decades now!!!
If one cares to compare the unemployment, price-inflation, productivity and various other factors of the 1950's and early 1960's with subsequent decades, it is not too hard to see that, indeed, the change in figures gels, pre-feminist to feminist periods of earthly operation.
