How do you start a Chevy 350 motor after sitting 13 years?

I would suggest you remove the spark plugs and put about a half-teaspoon of Marvel Mystery Oil into each cylinder then crank the motor over a few times before putting in new plugs. Then give it some fresh gas and try to start it.
