Who told jay feather to kill flametail?

For one thing Jayfeather didn't kill Flametail. Flametail fell through the ice and sunk. Jayfeather tried to save him. But Flametail was too heavy. Rock, an ancient cat, told Jayfeather to let go or else Jayfeather would drown too. I hope that help
