Yes, as long as the sugar stays dry.
Though it's probably safer to just store it in a sealed container at room temperature. I've kept sugar for over a year that stays exactly the way I left it, so there's not much point in going out of your way to put it in the freezer, where you have to double seal it to make sure the cold moisture doesn't get in and ruin it.
