Why peacekeeping doesn't work?

Peacekeeping has been proven to work in places like Lebanon, East Timor and Liberia. However, international affairs are highly complicated and not every peacekeeping operation would progress as smoothly as hoped. Sometimes the safety of the Peacekeepers has to be considered, and this is more often then not the reason for problems.
