How do you increase the RPM from 650 to 750 when in park for a 1997 Saturn SL1 with automatic transmission as it doesn't idle smooth at 650 rpm?

You can't adjust the idle, it is done electronically. You may have something needed as simple as a tune up or a vacuum leak or it may be more serious such as a burned valve.
