Who pays shipping on prepaid Buyer or seller?

Unless the buyer is fortunate to purchase an item where the seller has listed it as FREE shipping, the buyer pays the specific shipping costs for that item. A lot of the time the seller will give the buyer a choice of 2 or more shipping methods and/or carriers.
