Who is the lord of chaos in wheel of time?

It is unknown for certain who is being referred to by the appellation of "Lord of Chaos" but many believe it to be Rand Al'Thor himself. Others think it may be the Dark One, but this seems less likely due to the phrasing of the Dark One's command to Demandred to 'Let the Lord of Chaos rule" in the book of the same name.
