The person quite likely referring to a view that racism is a kind of cultural belief instilled throughout one's life, and that no human at birth possesses such a belief. It is opposed to a nature based view on human development, which states that certain human traits are innate, and/or genetic in origin, and are not affected by society, culture or one's upbringing.
