When signing up for evony what building lets you upgrade technology?

I have tried Academy, but nope, then tried Keep, but again not right....

It is like they are trying not to let you register an account, or something.

Anyway, I need to find out where the gold I purchased from them is in the game, and they have no way to contact them for help.

Are they ignorant, or something?? Because it seems they cannot make a functioning website for some reason. What a RIP, I guess they just get to steal my money, and get away clean then!!
