Are the Volturi afraid of wolves?

The Volturi have hunted "The children of the moon" (werewolves) to extinction in Asia and Europe. The "werewolves" in Forks are actually not werewolves, but shape-shifters. They have inherited their abilities from their fathers and can faze on command. Children of the moon are forced to shift form on a full moon and have no control of themselves when in wolf form. To become a werewolf, one must be infected with a bite. The Volturi do see the wolves as a threat, but feel safe in their numbers.
