Why do swallows migrate and kestrels don't?

Swallows have evolved as warm weather species, and therefore head to warmer climes in winter.

The kestrel can adapt to colder weather easily, but, there is some migration of this falcon in the northernmost part of its range. Birds that nest in Canada move to the U.S.
