Is the boy in rosario vampire a monster?

Tskune is a monster, you find out later in the manga

spoiler: you find out tskune is adopted and that his mom is from a family of vampire hunters, i think, but Tskune is adopted, his mom has some relation to the monster community, his dad is utterly clueless, and Tskune turns out to be a vampire or part vampire he has just been dormant, until a little while after receiving some of Moka's blood because he was dying.
