What famous person wrote ballads?

Nobody invented ballads. Folk ballads have existed for a long time. From about 1770 onwards some German pre-Romantic (Sturm und Drang - 'Storm and Stress') poets began to develop the Ballad as a literary genre. One of the earliest literary ballads was Gottfried August Bürger's 'Leonore' (1773).
