sometimes in brick or block work one will notice that there are holes in the block or brick face; or that the morter joint is only half to 3/4 of the way full with morter leaving a void nearest the lower part of the joint. these are called weep holes, their purpose is to allow water caught in the wall to escape harmlessly without freezing in the wall damaging it. hope this WA what you were asking about.
