Is the eagle on the back of the 1923 liberty peace dollar supposed to be upside down?

All U.S. coins minted since the 19th century have the front and back oriented 180º to each other.

Many other countries (Canada, UK, EU) use what's called "medal rotation" where both sides point the same direction when a coin is flipped side to side like the page of a book.
