At what time do baby RES hibernate and do they look feel and seem dead when that happens?

The technical term is 'brumation' - and occurs around October, when they retreat to the bottom of their pool. They simply become inactive, with a slower heart-beat and breathing-rate. However, they still occasionally rise to the surface to breath and take food.
