Texas parole street time law

what is the S.B.#TOO Texas PAROLE STREET TIME LAW, AND WHERE CAN I READ IT AT

what does it say about how much street time you have to have done to not take it away from a person on parole in Texas?

The only thing I have heard it called is HB 1649 I can't figure out where to read it either...if you find out please post it...thanks!
