This is highly dependent on each woman. It may be arousing to some women, but a lot find this to be very creepy. They may take photos with their cell phone and call the cops. Many women consider being flashed on the streets to be a form of harassment. They are not on the streets to look for partners nonstop like some men seem to think, but there to shop, work (a real 9-to-5 job, that is), eat, buy groceries, or travel to their existing lovers and friends.
