Can it be easier to catch chansey with a repel on?

Not sure to be honest, but I have encountered one or two in the Safari Zone in the patches of grass scattered around. If you could use repel, I'd try it just to see and find out, but even with that Id imagine it'd still be hard. I haven't been able to catch one yet, they always inch away and flee.
