How soon can you touch up a new tattoo?

You should wait for at least 3 weeks.....The entire top layer of tattooed skin will come off and the dermis forms a new epidermis over that...If the skin looks shiny, almost plastic like, it is still forming.....Wait another week.....Hope this helps....
