Why do your vegetable plants have flowers and no vegetables?

that's only at first. it part of the plant's life. eventually the plant will grow vegetables. Make sure there are insects and other similar plants to pollinate them,if not it may be necessary to manually pollinate the flowers by pressing one against another.
