Is the book Brooklyn bridge historical fiction?

a fine and serviceable historical novel was done about the construction of the Roebling Span, but it was called Big Bridge to Brooklyn. It was written in the twenties or so when former construction workers from the Big Span could be interviewed. I have seen this book in juvenile library shelves.
