What does his poem water and fire means?

The poem, "Water and Fire,": was written to reflect he Spanish control of the Philippines. The Filipinos are water and the Spanish are fire. Obviously, the two elements do not mix well, but Rizal pleads for the Spanish to let the Filipino citizens be who they are without persecution.
