How much alcohol by volume must a drink contain to be considered and alcoholic beverage?

Any amount of alcohol in a drink would render it alcoholic, even shandy generally has a warning that it contains less than 0.5% alcohol, which from a scientific point of view still contains an amount of alcohol even though it's a very small quantity.
