In most states to my knowledge, the legal age is 18.

Iowa law would not allow a tattoo without a adult signing off on the mutilation of the person. A responsible adult would not let a minor mutilate themself. They last forever and are usually ugly. Think very carefully. Remember when you are 70 you will still have that tattoo and may wish to look respectable then. It is a big decision! Do you really want to look silly the rest of your life? As you can tell the above statement ^^^, was writ by someone who is now old and upset they never got a shot at life, had fun and expressed themselves. What a sad thing. Your body is a canvas, have fun but be smart. Seventy-year old folk with tattoos are awesome.

Think long and hard before you mutilate your body. Remember it is a shrine and the only one you have. Tat's without regard to your future almost always end up poorly. There are thousands, possibly millions of people that are like this frustrated old guy that had his shot (lol, I did like that!). We get to decide who works for our companies and guess what? No one here has visible tattoos! We don't hire people with them. Company policy. It shows a poor lifestyle choice to us.
