What does it mean when a 350 Chevy boat motor will not turn off?

First step is to find out why.

If the key is not shutting down the current to the primary side of the coil, that is a simple electrical problem.

If the engine is "running on" or "dieseling", that is a timing problem or possibly a carb problem.
