How do you install a block heater for a 1997 VW Golf?

drain all coolant from block and rad. remove the plug (located at the rear right hand side of the engine block). clean out the hole. put your heat coil in the hole pointing towards the 6'oclock position. tighten up the coil assembly to 25 lbs. refill collant, and start up to check for leaks.
