Was a photographer available in 1690?

No. Photography as we know it began around the middle of the 1800's.
In 1690 they did have "camera obscura" which were rooms that were dark (therefore the name) with either a "pinhole" or optics in one wall that would cause an (inverted) image to form on the oposite wall.
