Who made the gigantic hamm's beer sign at seals stadium in San Francisco and where is it now?

It was built in Oakland by Electrical Products.

Herb Dempsey at age of 32 built all the sheet metal for the six story, three dimensional sign.

He also made many of the old neon signs in the bay area.
