Technically no.

A hurricane is a tropical cyclone that forms in certain regions of the ocean.

"Evan" has never been on the list of names used in the regions where they're called "hurricanes", so there has never been a "Hurricane Evan".

There have been three tropical cyclones named "Evan" (one in the Australian region in 2004, and two in the South Pacific region in 1997 and 2012). The name was retired (and its space in the rotation replaced with "Eden") due to the extent of the damages caused by the 2012 storm, which was officially "Severe Tropical Cyclone Evan".
